Tom has experience of advising infrastructure clients across the energy, transport and water sectors. He has a particular interest in advising on the development consent order regime for nationally significant infrastructure projects under the Planning Act 2008.

He is currently part of the team advising Highways England on three development consent order applications for highways schemes across the UK, and was part of the team which advised National Grid on its successful planning applications for the Hinkley C and Richborough Connection Projects. Tom was responsible for negotiating and completing a critical land agreement for the Hinkley scheme.

Tom is also advising ExxonMobil on its proposals to construct a 100 km pipeline from Southampton to London and is advising Peel in relation to its proposals to construct new cruise liner terminals at the Ports of Liverpool and Glasgow under the Harbours Act 1964. He is responsible for drafting the legislation that will authorise these works.

Tom has given advice to the affiliated water companies of the Water Regulations Advisory Service on their duties under the Water Supply (Water Fitting) Regulations 1999. Tom also continues to advise the Canal & River Trust on its objection to Phase 2a of the High Speed Rail proposals, having drafted the Trust’s petition against the bill in the House of Commons.
