Tom specialises in the planning and authorisation of major infrastructure projects, including Development Consent Orders, Transport and Works Act Orders, and Hybrid and Private Bills. He acts for both promoters and objectors and advises on all aspects of the authorisation process, including:

  • project strategy and programming;
  • pre-application consultation;
  • preparing applications;
  • legislative drafting;
  • case-making;
  • environmental impact assessment;
  • inquiries, hearings and public examinations;
  • compulsory purchase;
  • interfaces with statutory undertakers;and
  • negotiating side agreements.
