Lee is a specialist infrastructure planning lawyer with over 16 years’ experience advising a wide range of public and private sector clients on all aspects of major infrastructure projects.

He has experience of both promoting and objecting to major infrastructure projects, particularly rail, electricity and harbour projects under different consenting regimes.  This includes  development consent orders (DCOs), transport and works act orders (TWAOs) and harbour revision orders (HROs).

Lee has extensive and practical knowledge of the statutory DCO process in particular, having worked, over the past five years, on the successful promotion of four DCOs. This involvement has ranged from initial design, consultation, preparation and submission of applications, as well as a wide range of responsibilities relating to the examination, including hearing management and general case making, leading to the gaining of consent and delivery of the project.

He also has experience acting for objectors on hybrid and private bills in Parliament, in particular advising various petitioners on the Crossrail Bill.

  • Acting for National Grid on its Hinkley Point C Connection Project and its Richborough Connection Project
  • Acting for Network Rail on its successful application and promotion of two Development Consent Orders for North Doncaster and Norton Bridge (both of which are now operational) and for enhancements, including new track, to the East and West Coast Main Lines respectively
