Jonathan is a public law specialist with substantial experience in legislative drafting, parliamentary procedure and the machinery of government, both in the UK and further afield.

He also has extensive experience in regulatory and other public law issues. This includes the design and development of regulatory processes, drafting rules, standards and codes of conduct, preparing cross-jurisdictional co-operation agreements and providing training for tribunal panellists and others acting in a quasi-judicial capacity.

Jonathan’s legislative drafting work is often high profile or requires innovative solutions and covers a broad spectrum of subject matter. These include financial services, professional regulation, public transport, broadcasting, taxation, competition law, gambling, utility regulation, damages law reform, employment relations, flood defence, Sunday trading, criminal procedure, police powers, taxi licensing, firearms, company law, electronic communications, public procurement and electoral law.

Jonathan has worked on several major legislative projects in the European Parliament and has substantial experience of transposing EU Directives. He has also undertaken drafting or advisory projects in several Commonwealth jurisdictions.
