Jennifer Oldfield




Jen specialises in the authorisation of major transport projects and has been involved in numerous promotions of and objections to consents for major projects.

She has had a particular focus on transport and works act order (TWAO) promotions, advising Transport for London on consented applications such as the Barking Riverside Extension and the Northern Line Extension, and also proposed applications such as the extension to the Bakerloo Line. Jen has also advised the Environment Agency on TWAO applications for tidal barriers. She has managed the application and inquiry process and led successful negotiations with statutory undertakers and others affected by these projects.

Jen also regularly advises on energy and transport development consent order (DCO) promotions and is well used to assisting promoters in the application and examination process. Jen has negotiated s106 and protective provisions agreements on these projects. She has also acted for objectors to DCO applications.

In addition Jen has significant experience in advising on hybrid bill procedures. She has advised numerous petitioners on HS2 which has involved drafting petitions, negotiating compensation agreements and preparation for appearances before the Select Committee in the House of Commons and the House of Lords. Jen is also currently advising on a proposed application for a hybrid bill.
