72: Consultation on additional compensation measures for property owners in rural areas
We reported in blog entry 68: Scope of HS2 Safeguarding Zone further refined about the measures the government has announced to ‘top up’ the compensation available under the statutory blight regime for affected homeowners along the Phase One Route.
The government has now launched a consultation on two of the proposed schemes to compensate homeowners. Both are supplementary cash payment schemes that are intended for residential owner-occupiers, in rural areas near Phase One where the railway will be above ground.
- Alternative cash offerThis is meant for homeowners who qualify for the voluntary purchase offer scheme (available by the end of 2014) but don’t want to sell their house. To qualify for the voluntary purchase offer the property would need to be in a rural area outside the ‘surface safeguarded’ area and up to 120m from the railway line. In that situation, a homeowner could ask the government to buy the property for 100% of the un-blighted value. For those homeowners who don’t want to sell their homes, the government has proposed the alternative cash offer, where the homeowner could receive a lump-sum payment equal to 10% of the full un-blighted market value of the property (from a proposed minimum of £30,000 to a maximum of £100,000).
- Homeowner paymentIn an attempt to address the balance of economic growth from HS2 that the Government anticipates will disproportionately benefit urban areas near to HS2 train stations, HMG has also proposed a homeowner payment for properties in rural areas. For owner-occupiers located between 120m and 300m from the railway (with the exception of those in deep bored tunnel areas) the scheme would offer a lump-sum cash payment from £7,500 to £22,500, depending on how close the route is to the property.

Timetable for HS2 Select Committee
The timetable for the HS2 Select Committee from 1 September to 14 October 2014 has been released. It includes appearances from Birmingham based petitioners as well as site visits to the Birmingham Interchange to Lichfield section, and to Crossrail tunnels.
