Tom Henderson

Senior Associate

Tom specialises in planning, environment and public law, and has acted for a range of public authorities, private bodies and private individuals in these sectors. Tom has a particular focus on the authorisation and implementation of major infrastructure and other development projects.  He has experience of advising both promoters and objectors in a variety of sectors, including rail, urban transit, roads and bridges, and ports. In addition, Tom is particularly experienced in advising on road user charging schemes, and has advised Nottingham City Council on its groundbreaking plans to introduce a workplace parking levy.
 
Separately Tom has experience of advising public authorities in relation to a range of public law and European law issues.  He has acted for both appellants and respondents in relation to Freedom of Information cases.  He also acts for private clients on planning and highways matters.  In the environment field Tom has acted for the Environment Agency.  He has particular interest in the emerging law concerning climate change.
 
Prior to joining Bircham Dyson Bell in 2006, Tom practised as a self-employed Barrister specialising in all aspects of local government work.  During that time he worked on secondment at Kensington and Chelsea's legal department.  Tom is a contributing editor of Butterworths Planning Law Service.
